Job Description
You will be part of the General Counsel’s Office at the Communicable Diseases Agency (CDA), providing legal support to CDA across a broad spectrum of public health concerns. These include strategic research, laboratory testing, inter-agency and international cooperation, and the implementation of public health measures to detect, prevent and control infectious diseases in Singapore. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time. We are seeking motivated individuals who have the passion to learn, grow and contribute at the intersection of law and public health.
Selected candidates will be employed under the Healthcare Legal Scheme (HLS) by MOH Holdings. There will be opportunities for public sector-wide cross-deployment as part of career development.
Responsibilities:
• Advise on, draft, and review CDA’s dealings/documentation with other parties, including working on contracts, international agreements, organisational changes, disputes, and judicial reviews.
• Assist CDA’s policy divisions with the formulation and vetting of proposed legislation, and advice on policy/operational matters with legal implications including the issuance of legal orders under the Infectious Diseases Act 1976.
These roles will involve many opportunities to work directly with CDA senior management, and to influence policy and operational outcomes.
Requirements :
• Tertiary Education in Law.
• Qualified in Singapore.
• Additional qualification in other common law jurisdiction would be helpful.
• Ideally at least 2-4 years of legal work experience.
• Experience/expertise in a broad spectrum of legal work, including transactions, disputes, advisory and prosecutorial matters.
• Strong legal research, contract vetting, statutory interpretation and drafting skills.
• Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations.
• Ability to grasp timelines, operating context and ground realities.
• Posses the drive and curiosity to learn and apply new skills, knowledge and new ways of working.
• Ability to seek continual improvements, and to innovate and experiment while managing the risks involved.
• Ability to mobilise and rally partners and stakeholders towards a collective purpose.
