The Healthcare Manpower Division is responsible for managing the recruitment, deployment and welfare of House Officers, Medical Officers, Residents and Dental Officers across Singapore’s public healthcare institutions to meet manpower needs.

SUMMARY OF THE ROLE
MOHH Healthcare Manpower Division (HMD) is responsible for clinical manpower and workforce planning for Singapore's Public Healthcare Institutions (PHIs). The candidate can expect to be part of an experienced and dynamic team tasked with administering manpower allocation / promotion exercises and supporting the career development of front-line Healthcare Professionals.
JOB RESPONSIBILITIES
Onboarding, Manpower Planning, Management and Operations
• Manage the end-to-end recruitment lifecycle of MOHH’s House Officers (HO), including the planning of national posting exercises, manpower allocation, and other onboarding processes as needed.
• Liaise with regulatory authority (SMC / TCMPB) to ensure timely application, issuance and renewal of practising licenses.
• Work in partnership with MOHH HR Cluster Partners to address HR-related matters concerning HO, including career counselling, posting performance management, and disciplinary procedures.
• Collaborate with relevant departments within Public Healthcare Institutions (PHI) to ensure smooth resource allocation and effective manpower management.
• Plan and engage key internal/external stakeholders to facilitate smooth delivery of orientation and enhanced induction programme for HO.
• Manage and upkeep of Clinical Manpower Posting and Performance Management platforms, vaccination records and database for MOHH Junior Doctors.
• Manage internal communication platforms aimed at informing employees of organisation and workplace updates.
Sponsorship/ Grant Award Administration
• Oversee the timely and accurate disbursement of awards according to organisation policies and sponsorship agreements.
• Maintain accurate records of sponsorship/ grant award details.
• Support recruitment initiatives related to sponsorship / grant awards as required.
• Serve as a point of contact and resource for enquiries on bursary matters.
General Administrative Duties
• Provide secretariat support to the Head of Department (HOD), including scheduling and meeting coordination.
• Draft and manage official documents, circulars, and business correspondence related to manpower planning.
• Perform any other duties as required by the division or management to support the organisation’s objectives and operations.
JOB REQUIREMENTS
Education Requirement(s):
• Diploma or higher qualifications in any discipline are welcome.
• Specialisation in human resources or other relevant fields would be advantageous.
Experience:
• Position offered will be commensurate with your experience, and applicants with relevant expertise may be considered for a more senior appointment.
• Fresh graduates are welcome to apply.
Other requirements / qualities:
• Proficient in Microsoft Office
• Detail-oriented with strong work ethics
• Excellent time management skills and reliable under pressure
• Possess excellent planning, interpersonal, communication and problem-solving skills and able to work in a team
• Domain knowledge of the healthcare industry would be a distinct advantage.
