IT Sourcing Manager (IT Procurement & Vendor Management)

Location: Singapore
Reporting to: Head of Regional Procurement Team

About the Role

We are seeking an experienced IT Sourcing Manager to lead strategic sourcing and procurement activities for IT transformation initiatives and standard product selection. This role is critical in driving cost optimization, vendor performance, and procurement governance across IT categories, including software, infrastructure, and IT services.

You will play a key role in shaping sourcing strategies, managing complex vendor relationships, and ensuring procurement activities align with internal policies, risk frameworks, and regulatory requirements.

Key Responsibilities

IT Procurement Process Setup

  • Design and implement end-to-end IT procurement processes.
  • Align procurement workflows with internal controls, governance, and compliance requirements.
  • Continuously improve procurement procedures to enhance efficiency and effectiveness.

IT Transformation & Strategic Sourcing

  • Lead sourcing activities for major IT transformation and strategic programmes.
  • Partner with stakeholders early to define sourcing strategies and requirements.
  • Drive timely, cost-effective vendor selection aligned with business and project objectives.

Standard IT Product & Service Selection

  • Collaborate with IT teams to define and maintain a standardised IT product and services catalogue.
  • Promote preferred vendor strategies to improve consistency and reduce total cost of ownership.
  • Support rationalisation of IT tools and suppliers across the organisation.

Cost Optimisation & Spend Analysis

  • Analyse IT spend data to identify savings, consolidation, and optimisation opportunities.
  • Lead vendor rationalisation and commercial negotiations to achieve cost savings.
  • Track, validate, and report realised savings across IT categories.

Sourcing Execution & Vendor Management

  • Manage end-to-end sourcing processes (RFI, RFQ, RFP) and vendor evaluations.
  • Oversee sourcing of software, infrastructure, cloud, and IT services.
  • Ensure vendor due diligence meets compliance, audit, and risk requirements.

Contracts & Commercial Negotiation

  • Lead negotiations on pricing, licensing models, SLAs, and renewals.
  • Partner with Legal and Risk teams on contract drafting and reviews.
  • Manage full contract lifecycle from initiation to termination or renewal.

Governance & Compliance

  • Establish procurement governance frameworks and approval workflows.
  • Ensure compliance with internal policies, audit standards, and regulatory requirements.
  • Maintain accurate procurement documentation and reporting.

Vendor Performance Management

  • Monitor vendor KPIs, SLAs, and contractual obligations.
  • Conduct regular vendor performance reviews and drive improvements.
  • Support resolution of service and delivery issues with stakeholders.

Requirements

Experience

  • 8–12 years of experience in IT procurement or strategic sourcing.
  • Strong background in banking or financial services industry preferred.
  • Proven experience across IT categories: software (SaaS & on-premise), infrastructure (cloud & on-prem), and IT services.
  • Track record in leading large-scale sourcing initiatives, transformation programmes, and cost optimisation projects.
  • Experience building procurement processes, governance frameworks, and vendor management practices.
  • Strong understanding of IT vendor ecosystem, licensing models, and commercial structures.
  • Familiarity with Asia-Pacific procurement regulations and compliance requirements.

Education & Certifications

  • Bachelor’s degree in Business, IT, Law, Procurement, or related discipline.
  • Professional certifications such as CIPS are an advantage.
  • Familiarity with procurement tools and systems is preferred.
