About the Role

We are looking for an experienced Software Development Manager to lead the development of a large-scale Traffic Management System. This role is responsible for overseeing the full software development lifecycle, from requirement gathering and system design to development, testing, and deployment.

You will work closely with customers, internal engineering teams, and external partners to ensure projects are delivered successfully, on schedule, and within budget.

This position offers the opportunity to lead complex systems projects and manage cross-functional engineering teams in a high-impact environment.

Key Responsibilities

• Lead the planning and execution of software development projects.
• Manage the full software development lifecycle including requirements analysis, design, development, testing, release, training, and documentation.
• Ensure projects are delivered within scope, timeline, quality, and cost expectations.
• Develop and manage project work plans and ensure effective task assignment across the engineering team.
• Coordinate and manage cross-functional teams including developers, vendors, and subcontractors.
• Monitor project progress and provide regular updates to stakeholders.
• Maintain strong relationships with customers and ensure expectations are met.
• Align vendors, partners, and subcontractors with project objectives.
• Mentor and guide software engineers to support professional development.
• Ensure proper documentation, system governance, and compliance throughout the project lifecycle.

Requirements

• Degree in Computer Science, Software Engineering, or a related discipline.
• At least 5 years of experience leading IT or software development projects.
• Proven experience in systems software development.
• Experience completing at least one full SDLC cycle in a large-scale systems development project.
• Strong understanding of software development methodologies, tools, and workflows.
• Excellent communication, leadership, and stakeholder management skills.
• Certification in Project Management such as PMP or CITPM is preferred.
• Experience managing vendor contracts and subcontractors will be advantageous.
• Ability to coordinate teams across multiple locations or time zones.
• Understanding of software security considerations.

Preferred Qualifications

• Certified Scrum Master or Agile Project Management certification.
• Experience managing Agile or Scrum implementations.
• Experience delivering complex systems integration projects.
• Ability to communicate in Mandarin will be advantageous to liaise with regional stakeholders.
