CloudTechnical Manager

Job Summary

Weare seeking an accomplished Cloud Technical Manager with deep technicalexpertise across multi-cloud platforms to lead cloud infrastructure operationsfor both commercial and Singapore Government-appointed agencies. This seniortechnical leadership role demands extensive hands-on experience managingcomplex cloud environments across Amazon Web Services (AWS), Microsoft Azure,and Google Cloud Platform (GCP), with strong focus on both Linux and Windowssystem administration. The ideal candidate will possess L3-level technicalproficiency, demonstrate exceptional stakeholder management capabilities, andprovide technical guidance to engineering teams while driving operationalexcellence, security hardening, and infrastructure modernization initiatives.

KeyResponsibilities

Multi-CloudInfrastructure Leadership & Architecture

•        Leadthe design, deployment, and management of cloud-native architectures acrossAWS, Microsoft Azure, and Google Cloud Platform in production environments

•        Architectand implement scalable, highly available, and secure multi-cloud solutionsaligned with business requirements and government compliance standards

•        Providetechnical leadership for cloud services including: EC2, S3, Lambda, ECS/EKS,RDS, CloudWatch, Systems Manager, Azure Virtual Machines, Azure KubernetesService (AKS), Azure Monitor, Compute Engine, Google Kubernetes Engine (GKE),Cloud Functions, Cloud Storage, and Cloud Monitoring

•        Designand implement infrastructure architecture for new application deployments,ensuring best practices in scalability, performance, and cost optimization

•        Evaluateand recommend cloud technologies, services, and architectural patterns tosupport business objectives and digital transformation initiatives

•        Leadmigration initiatives from on-premises to cloud and cloud-to-cloud migrationsacross AWS, Azure, and GCP

•        Monitorand optimize cloud resource utilization, implementing cost managementstrategies and right-sizing recommendations

Technical TeamLeadership & Mentorship

•        Providetechnical leadership, guidance, and mentorship to L2 Linux Engineers, L2 WintelEngineers, and L3 Cloud Engineers

•        Conducttechnical design reviews, code reviews for Infrastructure as Code (IaC), andarchitectural assessments

•        Actas the technical escalation point for complex infrastructure issues requiringadvanced troubleshooting and resolution

•        Driveknowledge transfer initiatives, facilitate technical training sessions, anddevelop engineering team capabilities

•        Leadincident response for critical production issues, coordinating cross-functionalteams and ensuring rapid resolution

•        Fostera culture of operational excellence, automation, continuous improvement, andtechnical innovation

•        Participatein 24/7 shift rotation and on-call escalation support to provide leadershipduring critical incidents

Operating SystemLifecycle & Patch Management

•        Overseeand coordinate enterprise-wide OS patching operations across RHEL (v7 to v10)and Windows Server (2016 to 2025) environments using native tools eg. AWSSystems Manager, Azure Update Management, WSUS, SCCM, and YUM/DNF

•        Demonstrateadvanced proficiency in both Linux and Windows system administration with theability to troubleshoot complex issues across both platforms

•        Developand enforce patching strategies, policies, and schedules aligned with securitycompliance requirements and business continuity objectives

•        Leadmonthly and quarterly patch cycles, ensuring comprehensive testing, validation,and rollback procedures

•        Coordinatepatch approvals with Change Advisory Board (CAB) and manage stakeholdercommunications throughout patching activities

•        Executepost-patch validation, remediation activities, and compliance reporting foraudit requirements

•        Identifyand manage End-of-Life (EOL) operating systems and applications, planningupgrade and migration strategies

SecurityHardening & Compliance Management

•        LeadCIS (Center for Internet Security) security hardening initiatives andremediation activities across all cloud platforms and operating systems

•        Implementand maintain security baselines based on CIS Benchmarks, government securitystandards (IM8 Policy), and industry best practices

•        Overseevulnerability management programs using tools such as Trend Micro, Qualys,Tenable, and AWS Config

•        Prioritize,coordinate, and track security remediation efforts across infrastructure teamsto ensure timely resolution of vulnerabilities

•        ManageSSL/TLS certificate lifecycle, including renewals, implementation, andmonitoring across multi-cloud environments

•        Ensurecompliance with government-level security, audit, and regulatory requirementsincluding SOC 2, ISO 27001, and Singapore government frameworks

•        Collaboratewith InfoSec teams on security assessments, penetration testing, and auditpreparations

•        Implementand maintain security monitoring, logging, and alerting mechanisms using nativecloud tools and third-party solutions

Infrastructure asCode (IaC) & Automation

•        LeadInfrastructure as Code initiatives using Terraform, Ansible, AWSCloudFormation, and Azure Resource Manager (ARM) templates

•        Designand implement automated infrastructure deployment pipelines with CI/CDintegration

•        Troubleshootcomplex environment drift, pipeline failures, and infrastructure provisioningissues across multi-cloud environments

•        Implementand maintain GitOps practices for infrastructure deployment and version control

•        Driveautomation initiatives to reduce manual operational overhead and improveinfrastructure reliability

ITIL ProcessManagement & Service Delivery

•        OverseeITIL processes including Incident Management, Problem Management, ChangeManagement, and Request Management

•        Manageand optimize ITSM workflows using ServiceNow, Jira, or similar enterprise ITSMplatforms

•        LeadChange Advisory Board (CAB) reviews for infrastructure changes, providingtechnical assessment and risk analysis

•        Driveincident escalation processes, root cause analysis (RCA), and Post-IncidentReview (PIR) activities

•        Ensurecompliance with Service Level Agreements (SLAs) and Operational LevelAgreements (OLAs)

•        Implementcontinuous service improvement initiatives based on operational metrics, KPIs,and stakeholder feedback

•        Maintaincomprehensive documentation including runbooks, standard operating procedures(SOPs), and architectural diagrams

StakeholderManagement & Communication

•        Actas the primary technical liaison between infrastructure teams and businessstakeholders, application owners, and senior management

•        Manageexpectations and communicate technical concepts effectively to both technicaland non-technical audiences

•        Coordinatewith cross-functional teams including Development, Security, Networking, andDatabase teams on infrastructure initiatives

•        Leadtechnical discussions, architecture reviews, and solution design sessions withstakeholders

•        Provideregular status updates, operational reports, and capacity planningrecommendations to management

•        Managevendor relationships for cloud services, security tools, and infrastructureplatforms

•        Facilitatecommunication during critical incidents, ensuring timely updates to allstakeholders and maintaining service transparency

ContainerOrchestration & DevSecOps

•        Providetechnical leadership for containerization initiatives using Docker, Kubernetes,Amazon ECS, Amazon EKS, Azure AKS, and Google GKE

•        Implementand maintain DevSecOps practices with SHIP-HATS (Secure Hybrid IntegrationPipeline - Hive Agile Testing Solutions) within Singapore Government technologystack

•        OverseeCI/CD pipeline operations, integrating security scanning tools including SAST,DAST, and container vulnerability scanning

•        Drivecontainerization strategy and microservices architecture adoption acrossapplication portfolios

Monitoring,Observability & Performance Optimization

•        Designand implement comprehensive monitoring, logging, and alerting strategies usingCloudWatch, Azure Monitor, GCP Cloud Monitoring, and third-party observabilityplatforms

•        Configureand maintain observability stacks for metrics, logs, traces, and alerts acrossmulti-cloud environments

•        Implementlog aggregation and analysis using centralized logging solutions

•        Leadperformance optimization initiatives, conducting capacity planning and resourceright-sizing activities

Education &Experience

•        Atleast 5 years of hands-on experience managing multi-cloud environments acrossAWS, Microsoft Azure, and Google Cloud Platform
