Project Cost Controller (2 Year Contract)

About the Role

Join a major energy infrastructure project that plays a critical role in supporting Singapore’s energy security. This position offers the opportunity to work on large-scale CAPEX projects within a highly regulated environment, partnering closely with engineering, project, and commercial teams to drive cost discipline and financial performance.

Key Responsibilities

Project Cost Planning & Control

  • Establish and maintain cost control frameworks, including WBS, cost codes, and budgets
  • Monitor project expenditures against approved budgets, commitments, and forecasts
  • Perform variance analysis (planned vs actual vs forecast) and identify key cost drivers
  • Manage project contingencies and ensure proper governance over utilisation

Forecasting & Reporting

  • Prepare periodic cost reports for senior management and key stakeholders
  • Develop and maintain cash flow forecasts and Estimate at Completion (EAC)
  • Support CAPEX budgeting and reforecasting exercises
  • Ensure accuracy and consistency of cost data across systems and reports

Contracts & Change Management

  • Track and evaluate change orders and assess financial impact on project budgets
  • Support procurement and commercial teams in cost evaluations and contract variations

Governance, Audit & Compliance

  • Ensure compliance with internal controls, accounting standards, and regulatory requirements
  • Maintain proper documentation and audit trails to support internal and external audits
  • Support assessment of capitalisation eligibility of project costs

Stakeholder & Risk Management

  • Identify and flag cost escalation risks (e.g. scope changes, inflation, contractor performance)
  • Collaborate with cross-functional teams to drive cost control and financial discipline
  • Provide actionable insights to support decision-making across project phases

Requirements

  • 8–10 years of experience in project cost control, project finance, or capital project environments
  • Experience in energy, infrastructure, utilities, or large-scale industrial projects preferred
  • Familiarity with multi-year CAPEX projects and stage-gate project lifecycles
  • Strong ERP experience (SAP S/4HANA preferred)
  • Degree in Accounting, Finance, Engineering, Quantity Surveying, or related discipline
  • Professional certifications (CPA/CA/CFA) are advantageous
