Government Digital Solutions Business Unit Lead

We are seeking a strategic and experienced leader to head the Government Digital Solutions Business Unit (BU), overseeing the delivery of enterprise-grade digital solutions for Singapore’s Whole-of-Government (WOG) customers. This role combines strategic leadership, product management, enterprise software delivery, and OEM partnership management. You will ensure timely, high-quality delivery of digital platforms while driving innovation and alignment with Singapore’s national digital government agenda.

Key Responsibilities

Strategic Leadership & Product Management

• Lead the Govt Digital Solutions BU with full P&L responsibility, overseeing product strategy, innovation, and lifecycle management

• Develop enterprise-grade digital solutions, including workflow systems, portals, case management systems, and data platforms

• Align product offerings with Singapore’s digital government agenda and national frameworks (e.g., GCC, Zero Trust, IM8)

• Build, implement, and monitor product roadmaps to ensure customer-driven outcomes

OEM Partnerships & Enterprise Solutions Delivery

• Collaborate with enterprise software OEMs (ServiceNow, SAS, Elastic, AWS, Azure, Google, etc.) to co-create, integrate, and license solutions

• Oversee platform integrations ensuring alignment with internal architecture standards

• Ensure delivery of scalable, reusable, and modular solutions supporting government transformation goals

• Monitor vendor engagement and contract management to meet delivery outcomes

Programme Delivery Excellence

• Ensure all solutions are delivered on time, within scope, budget, and quality standards

• Provide leadership for complex enterprise deployments, addressing escalations and recovery actions

People Leadership & Team Development

• Lead, mentor, and grow a high-performing team of product managers, enterprise architects, developers, and delivery leads

• Foster a collaborative, innovative, and results-driven culture

• Build succession plans and drive continuous professional development

Customer & Stakeholder Engagement

• Serve as a trusted advisor to senior government stakeholders, ensuring solutions meet strategic goals

• Maintain relationships with external customers and partners to deliver business value

• Act as the executive sponsor for key government engagements, ensuring proactive issue resolution and customer satisfaction

Requirements

• 10+ years of proven leadership in enterprise software delivery, public-sector projects, or digital transformation

• Strong experience managing enterprise application platforms and multi-agency systems integration

• Extensive experience building and managing OEM partnerships with leading software providers

• Expertise in contract management, vendor negotiations, and large-scale program delivery

• Agile and DevSecOps certifications preferred (e.g., Scrum Master, SAFe, PMP)

• Experience delivering AI-enabled solutions or cloud-based platforms is a plus

• Strong strategic vision, results-oriented mindset, and high integrity

• Excellent stakeholder management and communication skills for senior government and enterprise engagements

• Proven ability to lead and develop high-performing, cross-functional teams
