Role Overview
The Manager (Contract, Finance & Governance) plays a critical role in overseeing contract lifecycle management, financial administration, and governance frameworks for large-scale digital engagement and outreach programmes.
This role ensures strong fiscal discipline, compliance with public sector regulations, and effective vendor management to support national digital inclusion outcomes.
Key Responsibilities
Contract Management & Vendor Governance
- Manage end-to-end contract lifecycle for outsourced partners (e.g. training and outreach providers)
- Develop and implement contract governance frameworks aligned with procurement and compliance standards
- Monitor vendor performance, KPIs, and service delivery outcomes
- Collaborate with internal stakeholders (Legal, Procurement, Programme teams) on contract structuring and execution
- Establish dashboards to track vendor deliverables, compliance, and expenditure
Financial Management & Budget Control
- Oversee budgeting, forecasting, and expenditure tracking for programme and operational budgets
- Perform variance analysis and ensure accuracy in financial reporting
- Support annual budget exercises, procurement planning, and audits
- Ensure compliance with financial governance policies and guidelines
- Identify cost efficiencies and recommend process improvements
Governance, Risk & Compliance
- Develop and maintain governance frameworks covering risk management and internal controls
- Conduct periodic reviews to strengthen compliance and process integrity
- Ensure adherence to public sector financial, procurement, and audit requirements
- Prepare reports for management and audit committees on risks, controls, and performance
- Drive continuous improvement in governance, reporting accuracy, and accountability
Logistics & Operational Support
- Oversee logistics and facilities management to support islandwide programme delivery
- Ensure operational readiness and business continuity
Stakeholder Management
- Act as a key liaison between Finance, Procurement, Legal teams, and external vendors
- Provide guidance to project teams on budgeting, compliance, and contract management
- Support cross-agency or cross-divisional initiatives requiring governance oversight
Data & Systems Governance
- Leverage data insights to support decision-making, vendor evaluation, and resource allocation
- Establish data governance practices for financial and operational reporting
- Ensure accurate data capture across systems (e.g. CRM, dashboards, reporting tools)
Requirements
Experience & Qualifications
- Degree in Finance, Business, Accountancy, Law, or related disciplines
- At least 8 years of relevant experience in contract management, finance, or governance
- Experience in public sector or large, complex organisations will be advantageous
Functional Expertise
- Strong understanding of procurement processes, contract management, and financial governance
- Experience managing large vendor contracts with multiple performance metrics
- Proficiency in budgeting, financial reporting, and expenditure tracking
- Familiarity with audit processes, risk management, and internal controls
