Job Description

Role Purpose

Lead the establishment of a Centre of Excellence (CoE) for the Gov Agency to unify and standardise DevSecOps and cloud operations across teams. Act as a strategic advisor to senior stakeholders—aligning practices with organisational goals, reducing costs, ensuring compliance, and driving operational efficiency in a public sector context.

Key Responsibilities:

• Strategic Advisory

Provide deep expertise on DevSecOps and cloud infrastructure best practices, guiding standards for CI/CD, infrastructure as code, observability, and secure cloud architecture.

• Discovery & Planning

Conduct assessments of current application and platform setups; design modernisation roadmaps covering tooling, pipelines, environments, and operational models.

• Stakeholder Management

Present options and trade offs to executive and delivery stakeholders; communicate business value and measurable outcomes effectively.

• Team Leadership

Build and mentor the CoE; enable cross department adoption of common tooling, templates, guardrails, and ways of working.

• Hands on Enablement

Run workshops and pairing sessions to implement new tools/practices (CI/CD, Terraform, Kubernetes, observability, security checks, cost controls).

Key Initiatives (First 6–9 Months)

• CI/CD Migration

Transition build/release pipelines from Jenkins to Azure DevOps (ADO) with standardised templates, gated approvals, and integrated security scans.

• Operational Independence

Design self sufficient operational models enabling product teams to build, release, and run services with clear guardrails and SLAs.

• Infrastructure Assessment

Evaluate Azure landing zones and workloads for security, cost, and performance improvements; recommend remediation and automation.

• Shared Assets

Develop reusable CI/CD templates, IaC modules, security/enforcement policies, and platform tools for organisation-wide adoption.

Required Skills and Qualifications

• Technical Expertise

Proficiency in Azure DevOps, Terraform, Kubernetes (AKS/EKS), and cloud networking (Azure/AWS).

• Operations & Security

Hands on experience with Day 2 operations, observability (logs, metrics, traces), secure cloud architecture, vulnerability management, and shift left security.

• Stakeholder Management

Strong communication and presentation skills to influence diverse teams and senior stakeholders.

• Strategic Thinking

Demonstrated ability to align technical decisions with broader business goals, value realisation, and operational excellence.

• Minimum Experience: At least 7 years of IT delivery experience, including 3 years leading teams.

Singapore GCC / WOG Experience (Highly Preferred)

• Government Commercial Cloud (GCC) familiarity across AWS/Azure tenants and WOG guardrails; understanding of GCC managed security capabilities (e.g., AWS Config, Security Hub enablement across regions) and cost/operational considerations for agencies.

• Experience working with Singapore Government platforms and toolchains—such as SHIP HATS 2.0 (DevSecOps tooling, onboarding, governance) and SGTS (Singapore Government Tech Stack) environments.

• Practical exposure to agency delivery contexts (e.g., transportation and citizen service domains) with structured DevSecOps design principles, release management, and governance.

Preferred Experience

• Designing common pipeline templates for microservices, artefact/versioning strategies (tag vs branch based), and integrating API gateway deployment flows.

• Establishing Cloud/DevSecOps CoE operating models (roles, responsibilities, service catalogue, engagement model, enablement playbooks).

• Implementing cost governance (FinOps), environment standardisation, and platform SRE practices.

• Familiarity with public sector compliance expectations (data protection, secure SDLC, auditability) and enterprise change controls.
