The Position

The PMO & Planning Manager leads HOYA’s Group Digital Portfolio Management Office (PMO) governance framework, ensuring disciplined oversight of demand management, portfolio planning, and value realization across all Group-level digital and IT initiatives. This role drives standardized governance, structured prioritization, optimized resource allocation, and effective delivery monitoring to maximize the business value of HOYA’s digital investments. Acting as the central coordination point between Group Digital & Divisions IT teams, the PMO & Planning Manager enables transparency, strategic alignment, and execution excellence across the entire digital portfolio.

Internal Relationships:

•Finance, Business stakeholders, including executives, managers, and end-users.

•IT teams, including developers, architects, and project managers.

External Relationships:

•Vendors, suppliers, and external partners as needed for project-related activities.

Major Responsibilities

Demand Management

  • Lead the Group-level IT/Digital demand intake process, ensuring consistent evaluation and prioritization across all HOYA business entities.
  • Maintain a transparent Demand Pipeline with clear status, ownership, impact assessment, and decision timelines.
  • Facilitate business–IT alignment workshops to refine scope, requirements, and expected business outcomes for new demand items.
  • Ensure that all incoming requests are assessed for strategic fit, feasibility, resource impact, and value contribution.
  • Coordinate demand decisions with Group Digital leadership and BU/Regional IT stakeholders.

Portfolio Management

  • Own the Group Digital portfolio, providing end to end visibility of project status, risks, dependencies, resources, and financials.
  • Lead annual and quarterly portfolio planning cycles, aligning initiatives with strategic priorities, budgets, and capacity.
  • Maintain an integrated Digital & IT Roadmap spanning infrastructure, cybersecurity, applications, data, cloud, and innovation.
  • Monitor portfolio performance, ensuring timely delivery, effective risk mitigation, and compliance with Group PMO standards.
  • Prepare portfolio insights, dashboards, and recommendations for executive review and Steering Committees.

Value Management

  • Ensure that every initiative includes a robust business case with defined KPIs, benefits, and value metrics.
  • Lead the value tracking and benefits realization framework across Group Digital initiatives.
  • Conduct value assurance reviews pre and post implementation, validating ROI against business case assumptions.
  • Provide insights and recommendations to improve value based prioritization and investment decisions.
  • Support continuous improvement in benefits measurement maturity across IT and business functions.

PMO Governance & Delivery Oversight

  • Lead HOYA’s Group Digital PMO governance framework, including standards, methodologies, templates, and reporting practices.
  • Oversee project gating, quality assurance, and compliance with audit, security, and corporate governance requirements.
  • Support project managers with planning, scheduling, risk management, stakeholder engagement, and reporting.
  • Conduct health checks, stage-gate reviews, and delivery assessments across projects.
  • Drive continuous improvement initiatives to enhance delivery predictability, maturity, and performance.

Financial & Capacity Planning

  • Manage portfolio financials, including CAPEX/OPEX planning, forecasting, variance analysis, and investment tracking.
  • Partner with Finance to ensure alignment with Group budgeting and mid term planning cycles.
  • Lead resource demand/supply planning across Group Digital programs.
  • Support make vs buy and vendor utilization decisions, ensuring optimal cost and resource deployment


Stakeholder Management & Communication

  • Facilitate executive governance forums such as Digital Steering Committees, PMO reviews, and leadership meetings.
  • Develop clear, executive level communication materials (dashboards, reports, presentations).
  • Build strong partnerships with Business Unit leaders, Corporate Functions, Regional CIOs, and project sponsors.
  • Ensure alignment between Group Digital strategy and operational delivery across regions and business units.

Qualifications

Education/Training Qualifications:

•Bachelor’s degree in Information Technology, Business, Engineering or related field.

•MBA or equivalent postgraduate qualification is an advantage.

•PMP, PRINCE2, PgMP

•Agile certifications (Scrum Master, SAFe, AgilePM)

•ITIL or COBIT

Experience:

•7–12+ years of experience in PMO, portfolio management, IT planning, or digital transformation roles.

•Experience operating in a global or multinational environment, ideally in manufacturing, healthcare, or regulated industries.

•Strong expertise in demand, portfolio, and value management frameworks.

•Proven track record supporting large scale, cross functional digital or IT programs.
