Job Description

Overview

We are seeking an experienced Fiber Planning Engineer to support the planning, design, execution, and governance of fiber network infrastructure projects. This role is critical in ensuring efficient fiber deployment across Singapore, with additional advantage for candidates familiar with network planning in Malaysia and Indonesia. The ideal candidate must have strong technical proficiency in fiber network design, civil infrastructure knowledge, GIS planning, and experience interacting with government agencies, telcos, building owners, and regulatory bodies. The role also includes supporting fiber fault investigations, restorations, and coordinating claims with third parties.

Key Responsibilities:

1. Fiber Network Planning & Design

  • Plan, design, and optimize end-to-end fiber infrastructure—core, distribution, and access networks.
  • Develop fiber route proposals, including feasibility studies, site surveys, network layouts, and risk assessments.
  • Allocate fiber circuits and manage fiber resource inventory using GIS-based planning tools.
  • Produce detailed fiber planning documents including as-built drawings, network diagrams, and cost estimates.

2. GIS & Technical Systems

  • Use GIS platforms to design and document fiber network routes, manhole/duct systems, and Right-of-Way structures.
  • Maintain accurate spatial data for fiber assets, including tagging, indexing, and updating network records.

3. Civil & Structural Infrastructure (Singapore Context)

  • Plan and coordinate civil works such as manholes, handholes, ducts, trenching, HDD, and fiber installation.
  • Conduct site assessments ensuring compliance with building codes, safety standards, and telco regulations.

4. Fiber Fault Handling, Restoration & Claims Management

  • Collaborate with vendor-operated call centre during fiber faults and provide technical support.
  • Participate in fiber fault investigations, identifying root cause, assessing damage, and validating GIS data.   
  • Coordinate restoration plans with civil and fiber teams.
  • Manage claims against third-party contractors or external parties responsible for fiber damage, including documentation and incident reporting.

5. Stakeholder & Regulatory Engagement

  • Liaise with IMDA, LTA, JTC, HDB, URA, and other agencies for permits, approvals, and applications.
  • Engage with TFCC for installation approvals and coordination.
  • Work with building owners and facility managers to secure building access permissions.
  • Represent company in meetings with government agencies, partners, and clients.

6. Fiber Diversions & Construction Coordination

  • Lead fiber diversion work due to roadworks or redevelopment.
  • Coordinate with contractors, utility vendors, and civil teams to execute fiber builds.
  • Review and approve technical drawings, method statements, and construction plans.

7. Telco Industry Operations

  • Leverage knowledge of Singapore’s telco landscape and data center ecosystem.
  • Support capacity planning, interconnection designs, and cross-connect arrangements.

Requirements:

  • Minimum 3 years of experience in fiber network planning, telco operations, or civil construction.
  • Strong understanding of data center interconnects, meet-me rooms, and intra/inter-building fiber pathways.
  • Experience with GIS software such as QGIS, ArcGIS, or Smallworld.
  • In-depth understanding of Singapore’s approval processes including BA, ROA, ROW, TFCC submissions, and IMDA compliance.
  • Experience handling fiber diversion, civil works, and fiber restoration events.
  • Strong communication and stakeholder engagement skills.

Advantages (Not Mandatory)

  • Experience with Malaysia’s MCMC regulations and ROW processes, familiarity with TM, TIME, and Allo.     
  • Knowledge of Indonesia’s Kominfo guidelines and experience with fiber deployment in Jakarta, Batam, orindustrial regions.
