Job Summary

We are seeking an experienced and dynamic Construction Manager to lead and oversee our construction projects from inception to completion. You will be the cornerstone of project delivery, responsible for ensuring projects are completed safely, on time, within budget, and to the highest quality standards. The ideal candidate will be a strong leader with a proven track record in managing complex building construction and major upgrading projects in Singapore.

Key Responsibilities

• Project Leadership & Management: Provide overall leadership and direction to the project team, including subcontractors and suppliers. Develop and implement comprehensive project execution plans.

• Planning & Scheduling: Develop detailed construction schedules, monitor progress, and implement recovery plans to mitigate delays. Ensure efficient sequencing of all trades, especially for complex upgrading works in occupied premises.

• Budget & Cost Control: Manage the project budget meticulously. Review cost reports, control project expenditures, and identify cost-saving opportunities without compromising safety or quality.

• Safety, Health & Environment (SHE): Champion a "Safety First" culture. Ensure full compliance with the Workplace Safety and Health (WSH) Act, SCDF, and NEA regulations. Conduct regular site safety inspections and audits. Target: Zero accidents.

• Quality Assurance/Quality Control (QA/QC): Establish and enforce rigorous QA/QC procedures to ensure all works comply with contractual specifications, approved drawings, and relevant Singapore standards (e.g., BCA, SS).

• Stakeholder & Client Management: Serve as the primary point of contact for clients, consultants, and relevant authorities (e.g., BCA, URA). Manage expectations, conduct regular meetings, and ensure clear communication throughout the project lifecycle.

• Subcontractor Management: Procure, coordinate, and manage subcontractors and vendors. Assess their performance, ensure their work is integrated seamlessly, and certify their progress payments.

• Site Administration & Compliance: Oversee all site documentation, including method statements, risk assessments, permits, daily reports, and as-built drawings. Ensure strict adherence to BCA requirements and Singapore legislation.

• Team Development: Mentor, coach, and develop site staff, including Assistant Managers, Engineers, and Supervisors.

Requirements / Qualifications

• Education: Bachelor’s Degree in any or a related field. A recognized professional certification (e.g., SCSS, IES/ACES) is highly advantageous.

• Experience: Minimum 8 years of relevant construction experience, with at least 3 years in a managerial role (Construction Manager/Project Manager) for a main contractor in Singapore.

• Proven Track Record: Demonstrated success in managing building construction projects (e.g., commercial, industrial, institutional) and/or complex major upgrading/A&A projects from start to finish.

• Technical Knowledge:

• In-depth knowledge of local construction methods, building codes, and statutory regulations (WSH, BCA, SCDF, URA).

• Proficient in reading structural, architectural, and M&E drawings.

• Strong skills in project planning software (e.g., Microsoft Project, Primavera P6).

• Core Competencies:
