Role Overview
The Infrastructure Project Manager is responsible for leading and delivering infrastructure-based projects with high quality, within approved scope, budget, and timelines, while ensuring compliance with organizational processes, industry standards, and customer requirements.
This role encompasses full project lifecycle ownership, including project governance, financial management, risk and issue management, stakeholder engagement, resource planning, and transition to operations. The successful candidate will work closely with customers, vendors, internal technical teams, and senior management to ensure successful delivery and sustained operational performance.
Key Responsibilities
1. Project Management & Delivery
Lead, manage, and deliver infrastructure projects within defined time, scope, cost, and quality constraints.
Ensure all project deliverables meet contractual, technical, and quality standards.
Develop and maintain comprehensive project plans, including schedules, budgets, quality plans, communication plans, and risk management plans.
Manage and resolve issues related to scope changes, disputes, schedule impacts, and cost variations.
Oversee the integration of multiple project components, including:
Hardware and software deployment
System installation, testing, and migration
Business process review and redesign
Data conversion and application integration
Monitor and manage project financials, ensuring accurate forecasting of costs and revenues.
Proactively identify and resolve project overruns and delivery risks.
Track project progress and provide regular status reports to senior management and customers.
Ensure smooth transition of projects from implementation to operations in accordance with customer requirements and operational processes.
Manage post-implementation operations to ensure service levels are maintained without financial penalties, security incidents, or service disruptions.
2. Customer, Vendor & Stakeholder Management
Manage contracts, subcontractors, and third-party vendors in compliance with procurement and contractual requirements.
Engage stakeholders effectively to support informed decision-making and successful project execution.
Build and maintain strong, long-term customer relationships by anticipating needs and exceeding expectations.
Lead change control discussions with customers, prioritizing changes based on business impact and project schedules.
Demonstrate strong customer-service orientation and professionalism at all times.
Collaborate closely with cross-functional teams (IT operations, engineers, vendors, and partners).
Manage projects involving government-approved vendors and contractors.
Ensure adherence to public sector procurement processes and contract management requirements.
3. Scope, Risk & Governance Management
Ensure project scope, budget, risks, and deliverables remain aligned with organizational and network objectives.
Identify, assess, and mitigate project risks and issues proactively.
Ensure compliance with governance frameworks, security standards, and regulatory requirements applicable to Singapore’s public sector.
4. Team Leadership & Resource Management
Lead, guide, and motivate project teams to deliver high-quality outcomes and exceptional customer satisfaction.
Plan and optimize resource utilization across project and technical teams to maximize productivity and minimize wastage.
Conduct performance reviews and maintain open communication to support continuous improvement.
Ensure high individual and team billability while maintaining delivery excellence.
Foster a collaborative, accountable, and results-driven team culture.
Technical Skills & Knowledge
Network & Server Infrastructure: Routers, switches, firewalls, load balancers, servers, storage, middleware, VPNs.
Cloud Technologies: Familiarity with Azure, AWS, Google Cloud, and related infrastructure services.
Virtualization: VMware, Hyper-V, KVM.
Storage Technologies: SAN, NAS, DAS, and data management solutions.
Security: Knowledge of security best practices, access controls, encryption, and vulnerability management.
Project Management Tools: Microsoft Project, Jira, or equivalent tools for planning, tracking, and reporting.
Change Management: Experience with change control processes and tools.
ITIL Framework: Understanding of ITIL service management principles.
Scripting & Automation: Basic scripting knowledge (PowerShell, Python).
Disaster Recovery & Business Continuity: DR/BC planning and implementation.
Qualifications & Experience
Proven experience managing IT infrastructure projects, preferably within the Singapore public sector.
Valid and active Project Management certification (e.g., PMP, CITPM).
Strong understanding of IT infrastructure, including WAN, LAN, Internet, Voice, Video services, and structured cabling.
Experience working with government regulations, security standards, and compliance requirements in Singapore.
