Job Description

Responsibilities
Strategic Leadership & Product Management
• Lead the Digital Applications BU with full P&L ownership, overseeing product strategy, innovation, and lifecycle management.
• Drive the development of enterprise-grade digital solutions, including workflow systems, portals, case management systems, and data platforms.
• Align product offerings with Singapore's digital government agenda and ensure compatibility with national frameworks (e.g. GCC, Zero Trust, IM8).
• Build, implement, and monitor product roadmaps, ensuring the BU delivers customer-driven outcomes.

OEM Partnerships & Enterprise Solutions Delivery
• Collaborate closely with enterprise software OEMs  to drive solution co-creation, integration, and licensing agreements.
• Oversee platform integrations and ensure alignment of OEM solutions with internal development and architecture standards.
• Ensure the delivery of solutions that are scalable, reusable, and modular, supporting government transformation goals.
• Monitor contract management and vendor engagement to ensure alignment between vendor commitments and delivery outcomes.

Programme Delivery Excellence
• Ensure all solutions are delivered on time, within scope, on budget, and meet quality standards.
• Provide leadership on complex enterprise deployments, addressing escalations and recovery actions when required.

People Leadership & Team Development
• Lead, mentor, and grow a high-performing team of product managers, enterprise architects, developers, and delivery leads.
• Foster a collaborative, innovative, and performance-driven culture.
• Build succession plans, drive continuous professional development, and ensure all team members are certified, qualified, and skilled in modern development methodologies and platforms.

Customer & Stakeholder Engagement
• Serve as a trusted advisor to stakeholders and business units, ensuring that solutions align with their needs and strategic goals.
• Maintain relationships with external customers and strategic partners to ensure the business unit’s solutions deliver value.


Requirements
• 10+ years of proven leadership in enterprise software delivery, public-sector projects, or digital transformation.
• Strong track record in managing enterprise application platforms and complex multi-agency systems integration.
• Extensive experience in building and nurturing OEM partnerships with leading software providers.
• Demonstrated expertise in contract management, vendor negotiations, and large-scale programme delivery.
• Agile and DevSecOps certifications preferred (e.g., Scrum Master, SAFe, PMP).
• Experience in delivering AI-enabled solutions or cloud-based platforms is a plus.
• Strategic Leadership & Vision: Ability to define and execute long-term product and business strategies.
• Enterprise Governance & Delivery Assurance: Expertise in managing complex delivery pipelines and enterprise solution governance.
• OEM Partnership Management: Strong experience working with enterprise software vendors, managing relationships, and co-developing solutions.
• People Leadership: Proven ability to build and lead high-performing, cross-functional teams.
• Results-Oriented & High Integrity: Demonstrated ability to drive business outcomes while maintaining accountability and transparency.
