Job Description

Participate in the end-to-end procurement and manufacturing lifecycle of rotating equipment, such as compressors, pumps, emergency diesel generators, and packaged equipment, from RFQ to shipment.

The role involves vendor qualification support, technical bid evaluation, manufacturing surveillance, inspection coordination, NCR management, and documentation close-out, ensuring full compliance with project, contractual, and applicable international code requirements

Principal Responsibilities

1. To become familiar with the company's requirements

2.  Participate in various meetings with the Vendor/Company to ensure that the vendor knows the company's quality requirements.

3. Participate in RFQ technical reviews, Technical Bid Evaluations (TBE), and vendor clarification activities, supporting procurement and vendor selection in line with EPC and Operator requirements.

4. Act as a procurement quality focal point, interfacing with vendors, EPC engineering teams, procurement, third-party inspection agencies, and clients throughout the manufacturing lifecycle.

5. Attend KOM and prepare the quality section of the KOM slide.

6. Review and comment on vendor documents (ITP, MPS, FAT procedure, report, etc.)

7. Communicate with the vendor/COMPANY regarding controversial comments or feedback, raise a clarification meeting if necessary.

8. Make every effort to ensure Pre-Inspection Meetings (PIM), is held as scheduled.

9. Plan, coordinate, and host Pre-Inspection Meetings (PIM), ensuring inspection readiness and timely execution in accordance with agreed inspection schedules.

10. Verify NOI readiness and forward to TPC coordinator for vendor inspection

11. Review and comment TPC inspection report

12. Issue NCR if discrepancies are identified and expedite the vendor's resolution proposal / RCA(If necessary) within 3 working days of receiving NCR by vendor.

13. Review, endorse, and release Manufacturer Record Books (MRB) and as-built dossiers, ensuring documentation completeness, traceability, and audit readiness prior to shipment.

Education/Experience Requirements/ Certification

1.  Shall have a bachelor’s degree or higher in Engineering.

2.  Minimum 15–20 years of mechanical engineering experience in oil & gas, energy, or offshore EPC/EPIC/EPCM projects, with direct involvement in procurement quality and manufacturing execution

3.  At least 8–10 years of hands-on experience in procurement QA/QC, including vendor qualification, RFQ technical review, TBE clarification, manufacturing surveillance, FAT, and final inspection activities

4. Proven experience supporting FEED, EPIC, EPCM, brownfield, and offshore projects, with exposure across design, procurement, manufacturing, construction, and commissioning phases

5. Demonstrated capability in international vendor manufacturing oversight, including coordination with third-party inspection agencies across multiple countries

6. Strong experience acting as EPC / Client-side QA/QC focal point, interfacing with vendors, engineering, procurement, inspection agencies, and Operators

7. Shall have knowledge and understanding of ISO-9001 quality system requirements and implementation.

8. Shall demonstrate working knowledge of codes required by the purchase order, such as API 610 / 617 / 618 / 619 /676 etc.

9. Preferably has CSWIP3.1 or AWS-CWI or IWE and NDT qualification

10. Demonstrated experience supporting Middle East national oil companies (NOCs) or equivalent, with exposure to Operator standards, vendor qualification, and third-party inspection governance.

11. Prior experience supporting Middle East–based projects, including vendor manufacturing oversight and third-party inspection coordination.
