Job description

  • Plan, secure funding and obtain approvals from relevant authorities to oversee and manage major organisational projects, including digitalisation, innovation and productivity initiatives.

  • Lead large-scale infrastructure improvement programmes such as resiliency enhancements, fire safety upgrades, infection prevention compliance works, end-of-life asset replacement, and facilities rectification projects.

  • Conduct feasibility studies, cost analyses and budget planning; develop project schedules and manage procurement processes including RFQ/RFP preparation, tender evaluation and award.

  • Coordinate regulatory submissions and approvals while monitoring project timelines, budgets and quality standards to ensure successful and timely delivery.

  • Engage and manage internal and external stakeholders, including consultants, contractors and cross-functional teams, ensuring effective communication and alignment throughout project lifecycles.

  • Identify project risks and implement risk mitigation strategies to minimise operational disruptions and ensure safety and compliance.

  • Prepare and manage capital and operating budgets, including cash flow planning and cost control.

  • Oversee end-to-end project execution from concept, design and tender stages through construction and completion.

  • Track, evaluate and report project performance, milestones and outcomes to leadership regularly.

  • Develop, implement and review policies, processes and procedures to improve operational efficiency and departmental effectiveness.

General Responsibilities

  • Lead and drive organisation-wide or departmental quality improvement initiatives and support staff capability development and training.

  • Act as a change agent to promote continuous improvement, collaboration and teamwork across functions.

  • Oversee cost management and daily departmental administration.

  • Perform additional duties as assigned by management.
