Job Summary
The Chief Engineer / Chief Designer leads the engineering design management of large-scale industrial and infrastructure projects, providing technical leadership and ensuring seamless coordination among multidisciplinary teams to deliver innovative, high-quality engineering solutions.
Responsibilities
- Lead overall engineering design and serve as the technical authority for complex industrial and EPC projects to ensure design excellence and compliance.
- Manage master planning, plot plan design, and zoning design for large industrial facilities and industrial park developments to optimize site utilization and functionality.
- Oversee preparation, review, and delivery of design documents across all project stages, including conceptual, basic, and detailed design, to meet project requirements and standards.
- Chair design review meetings, technical workshops, and coordination meetings with internal teams and external stakeholders to drive alignment and resolve technical issues.
- Coordinate infrastructure and utility systems such as power supply, water supply, wastewater treatment, logistics, and transportation interfaces to ensure integrated project delivery.
- Plan and control design schedules, manpower allocation, and engineering resources to meet project timelines and cost targets effectively.
- Lead technical optimization, value engineering, quantity optimization, and evaluation of alternative solutions to enhance project value and performance.
- Interface with clients, licensors, consultants, contractors, and relevant authorities on technical matters and design approvals to facilitate smooth project progression.
- Provide technical risk assessment and mitigation strategies for projects with complex site conditions, including large-scale or challenging terrain developments, to minimize project risks.
- Guide and mentor team members to improve engineering quality and project delivery capabilities, fostering professional growth and knowledge sharing.
- Capture lessons learned and continuously improve engineering standards, methodologies, and best practices within the organization to drive innovation and efficiency.
Required competencies and certifications
- Master’s degree in Engineering or a related technical discipline.
- Minimum 15–20 years of experience in engineering design and technical management for chemical, energy, refining, or large industrial projects.
- Proven experience in EPC or large-scale industrial projects, including overall design coordination and multidisciplinary integration.
- Prior experience as a Chief Engineer, Chief Designer, Engineering Manager, or senior discipline lead.
- Strong knowledge of engineering design processes across all project phases from early planning to execution support.
- Demonstrated ability to manage complex engineering interfaces and resolve technical challenges.
- Experience in design optimization, cost control, and value engineering.
- Familiarity with international engineering standards, codes, and industry best practices.
- Strong leadership, communication, and stakeholder management skills.
- Proficiency in written and spoken English and Mandarin to liaise with Chinese-speaking associates and China HQ office.
- Ability to work effectively in a multicultural and international project environment.
