Job Description

The Singapore Roads & Highways Sub-Sector Lead is responsible for the overall strategic, operational, financial, people, and business performance of the Roads & Highways portfolio in Singapore. The role provides senior leadership to deliver high-quality project outcomes, drive sustainable growth, strengthen client relationships, and build a high-performing team aligned with SJ’s national and regional strategies Responsibilities • Develop and deliver Singapore Roads & Highways operating plans aligned with SJ’s strategic objectives, ensuring high-quality project delivery and operational excellence. • Accountable for sub-sector financial performance, budget management, utilisation, and robust oversight of operational, commercial, project, and OHS risks. • Lead, develop, and retain a high-performing workforce through effective recruitment, succession planning, mentoring, performance management, and skills development. • Optimise resourcing across Singapore and nationally in collaboration with regional and national leaders, ensuring clarity in structure, deployment, and reporting. • Build strong client relationships, drive client satisfaction, lead business development efforts, and secure new opportunities aligned with SJ’s strategic direction. • Lead and support national sector-based initiatives, governance requirements, cultural programmes, and change management activities in line with organisational policies. • Maintain clear, effective communication with internal and external stakeholders to resolve issues, align priorities, and support successful delivery and growth. Experience • Bachelor’s degree in Civil Engineering or a related discipline; postgraduate qualification is an advantage. • Professional Engineer (PE) registration in Singapore (or equivalent with eligibility for local registration) preferred. • Formal training in leadership, business management, or finance is an advantage. • Minimum 15–20 years of relevant experience in Roads & Highways, transportation infrastructure, or large-scale civil engineering projects. • Proven experience in a senior leadership or sub-sector management role, with accountability for operations, people, and financial performance. • Strong track record managing multi-disciplinary teams across design, delivery, and advisory services. • Demonstrated experience working within a matrix organisation across local, regional, and national structures. • Hands-on experience in budget ownership, utilisation management, and P&L accountability. • Proven involvement in business development, tendering, client engagement, and winning work within the Roads & Highways sector in Singapore
